So the city just lets them siphon off electricity for free?

In the world of jugaad, 'stealing' is just an unwritten negotiation. Utility companies know where the juice is leaking, but chasing a thousand tiny shacks is a bureaucratic nightmare they’d rather avoid.

How does the substation guy hide that much missing power from his bosses?

He doesn't hide it; he labels it. In an aging city grid, power leaks like a rusty bucket. It’s called "Technical Loss"—the energy that naturally vanishes because of heat, bad wires, or old transformers.

The substation guy just pads those numbers. If 5% of the power is actually lost to physics, he writes down 15%. The extra 10% is the "ghost juice" powering the street stalls.

As long as the lights stay on in the wealthy neighborhoods, the bosses don't dig into the math. It’s a convenient lie that keeps the grid looking functional while the street stays lit.
